WP1. Project Management and Quality Control

Objectives:
Specific objectives to which the WP1 is linked:
• To ensure effective implementation of the project.
• To ensure quality and timeliness of contractual deliverables.
• To ensure an effective interface and communication mechanism in the Consortium.
• To ensure the diligent management of the project funding and that the project expenditures are cost-efficient and eligible according to the financial rules.
• To ensure quality assurance standards are respected during the project implementation.

Description:
Work Package 1 (WP1) focuses on the comprehensive management and coordination of the project, ensuring its successful execution. The objectives include implementing effective processes and guidelines, guaranteeing high-quality and timely deliverables, and fostering seamless communication within the consortium. WP1 is responsible for the diligent management of project funding, ensuring expenditures are cost-efficient and adhere to financial rules. Additionally, it upholds stringent quality assurance standards throughout the project lifecycle, conducting regular reviews and audits. This work package is pivotal in providing a solid foundation for achieving the project’s goals and objectives, ensuring overall success.

Objectives:
The specific objectives of this WP include the following:
• Integrate existing need analysis findings conducted prior to proposal development into the initial phase of WP2.
• Consolidate and expand consortium knowledge on the current state of data literacy in Higher Education Institutions (HEIs) across Western Balkan countries.
• Collect detailed data from WB countries on:
— Existing data literacy-related courses (delivery mode, content, duration, assessment methods, ECTS credits).
— Available digital infrastructure and technology supporting data literacy.
— Policy documents relevant to digital and data literacy (e.g., national strategies on digital skills).
• Identify and analyze validation systems for data literacy competences and their alignment with European frameworks such as EQF and ECTS.
• Conduct in-depth research in each WB country, including one additional WB country per partner, ensuring full regional coverage.
• Develop a structured research framework to guide both quantitative and qualitative data collection efforts across the consortium.
• Identify and document best practices in integrating data literacy into higher education curricula within the WB region.

Description:
Work Package 2 (WP2), led by the University of Palermo (UNIPA) with co-lead support from UPT, is dedicated to an in-depth exploration of data literacy within Western Balkan Countries. This phase builds on the preliminary needs analysis conducted before the project proposal, aiming to consolidate the consortium’s understanding of the current state of data literacy in higher education institutions (HEIs) across the region. WP2 focuses on collecting comprehensive information on data literacy-related courses, digital infrastructure, and relevant policy documents, including national strategies for developing digital skills. Additionally, the objective includes investigating existing validation systems for data literacy competencies and their alignment with European frameworks such as EQF and ECTS. The research will involve quantitative and qualitative methods, including literature reviews, surveys, and interviews with stakeholders. Each consortium partner will gather data in their own and at least one other Western Balkan Country, ensuring thorough coverage of the region. This structured approach aims to identify best practices in data literacy inclusion in HE courses and establish a robust framework for ongoing research and development in this critical area.

▪ To develop DELTA model
▪ To design common data literacy courses
▪ To select and create content for classroom-based courses and online data literacy resources on that universities will pilot after
▪ To create a simply structured online platform that will contain content, modules, practical exercises, information and all related documentation for learners

Description:
Work Package 3 (WP3) is focused on the development and implementation of comprehensive data literacy education solutions. The primary objective is to create the DELTA model, a robust framework that integrates best practices in data literacy education. WP3 aims to design standardized data literacy courses that can be adopted across universities, ensuring a cohesive and high-quality learning experience. This includes the selection and creation of content for both classroom-based and online courses, providing a flexible and accessible approach to data literacy education. Additionally, WP3 will develop a user-friendly online platform that houses all educational materials, including modules, practical exercises, and relevant documentation. This platform will serve as a central hub for learners, offering a structured and engaging learning environment. By achieving these objectives, WP3 will enhance the data literacy skills of students and professionals, supporting the broader goal of improving data literacy across the Western Balkan region.

▪ To apply and pilot the DELTA learning model developed in the previous work packages.
▪ To have students work along a project development approach
▪ To pilot classroom-based courses and online data literacy resources
▪ To design a format for the reporting of the pilot

Description:
Work Package 4 (WP4) is dedicated to the application and piloting of the DELTA learning model developed in previous work packages. This phase focuses on implementing the newly designed data literacy courses and resources in real educational settings, both in classrooms and online. Students will engage in a project development approach, allowing them to apply their data literacy skills in practical, hands-on projects that mirror real-world scenarios. The objective is to rigorously test the effectiveness of the DELTA model, gathering comprehensive feedback and data on its impact and usability. WP4 also includes the creation of a standardized reporting format for the pilot phase, ensuring consistent and thorough documentation of outcomes, challenges, and areas for improvement. This structured approach aims to refine the DELTA model further and validate its efficacy, paving the way for broader adoption and implementation across educational institutions.

Objectives:
The specific objectives of this WP include the following:
▪ To share information on progress made and milestones reached with stakeholders and partners
▪ To enhance the visibility of DELTA project;
To share and promote the project’s activities, results and added value to relevant stakeholders (Universities stakeholders, Institution, policy makers, and scientific community).

Description:
The aim of the WP5 is to disseminate and communicate all the activities during the project lifecycle and to exploit the project’s results and outcomes in local, national, regional and international level.
The overall objective of dissemination is to inform main target groups about the objectives, the evolution, the products and the results of DELTA project, in order to make the results and deliverables available to the target groups and to the wide audience as well as to the local actors. Dissemination also increases the visibility of the project and ensures sustainability beyond the project end.
